5. Public Comments

Reggie Chapman – presented information on the Republic Party membership drive and upcoming events and speakers they are sponsoring.

Robyn Burpee – presented information from the Construction Code Committee public meeting she attended in Lansing. Concerns regarding ordinances and variances as well as current inspectors were discussed.

6. Approve Minutes of the March 11, 2026 Regular Meeting

A motion was made by Bill Brislen with support from Cindy Fenwick to approve the minutes of the March 11, 2026 regular meeting. The motion carried.

7. Treasurer’s Report – Cindy Fenwick

Mrs. Fenwick presented the Treasurer’s Report and noted there is $1,311,720.20 in the general account. A motion was made by Lari Roberts with support from Bill Brislen to accept the Treasurer’s Report as presented. The motion carried.

8. Correspondence

a. Review of Building Inspector’s Report
b. Review of Mike Haydon, Code Violations Report

Mr. English noted that he spoke to Mike Hayden regarding lack of progress on tickets written. Problem is result of back up in Centreville and any fines do not have to be paid until the ticket goes to court.

10. New Business

a. Road Millage

Ed English reported that he had the Township Attorney draw up a ballot for the August election. It will be Resolution 110-128. Mr. English read the following ballot:

Resolution to Adopt Millage Ballot Language

Resolution No. 110-128
BE IT HEREBY RESOLVED that the Township Board of Park Township hereby approves the following millage ballot question language and directs the Clerk to submit it to be placed on the August 4, 2026 election ballot.

ROAD MILLAGE PROPOSAL
Shall Park township impose an increase of up to 4/10 mill ($0.40 per $1,000 of taxable income value) in the tax limitation imposed under Article IX, Section 6 of the Michigan Constitution on general ad valorem taxes and levy it for 3 years (2026 through 2028 inclusive) for the purpose of funding road improvements, which 4/10 mill increase will raise an estimates $105,000 in the first year that the millage is levied?

Mr. English pointed out that if the resolution passed all the funds collected go toward the Township roads. He also noted that everyone will pay which includes farmers and residents. The total proposed millage plus what the county contributes will total $700,000 to be used for the roads.

Ed English made a motion with support from Bill Brislen to adopt the resolution language.

The motion carried 5 to 0 and the ballot will be put on the August 4, 2026 election.

a. Governmental Relations

Chamber Update – Christy Trammel

  • The next Coffee and Connections will be May 7 from 8 – 9:30 am at the Chamber. There are always new people everyone is welcome and it’s a great way to network.
  • There will be a governor visit with candidate Mike Duggan on April 20 at 9:00 a.m. This will not be open to the public, but just invited officials.
  • There will be a Candidate Forum with Mike Cox, Luke Lori and Max Coon coming up May 18 at 5:00 p.m. at Glen Oaks
  • Murder at the Funeral Home – Mystery Dinner (Cinco de Mayo theme) at Ray Funeral Services – Saturday, May 9, 2026 at 5 p.m. The cost is $60 per person. Appetizers, Dinner and Great Entertainment. Sign up soon!
  • Water Carnival – June 18-20 – Theme is Three Rivers Celebrates America’s 250 th Birthday
  • Clean up volunteers are needed TOMORROW – April 9 from 1 – 5 pm at the Riverside Cemetery. Meet at the cemetery office and bring a rake if you have one.

Three Rivers Hospital (Beacon Health) – Maria Behr

  • The hospital is in full tornado recovery – requiring new roofing, flooring and painting. Trailers have been brought in for offices and the hospital offices are being used for OBGYN. Oncology is using the long hallway by Acute Care and Wound Care is using the short hallway by Acute Care.
  • The medical office is still doing inventory of the contents.
  • Patel and the Orthopedics office is planning to be opened back up in about 4 weeks. All of the contents of the building had to be removed to storage and because of shattered windows all of the carpets must be replaced.
  • The Promed building had the most damage. The contents were a total loss and the building needs major repair. They are not sure how they will repair it yet, but are planning to remove the berm in the front of the building. Promed employees are working at Woodbridge presently.
  • The Pain Clinic is getting a new roof and this might also be a temporary location for Promed.
  • The PAWS Clinic was the only Beacon facility in Three Rivers that was not damaged.

St. Joe County Clerk – (Gina Everson)

  • The clerk’s office and circuit court have moved to Three Rivers during the courthouse renovations. Judge Stutesman announced his cancer diagnosis and retired Judge Marietta may be helping out.

St. Joe County – (Jarad Hoffmaster)

  • They are working on Emergency Response – what went right and what went wrong.
  • Eagle View did a fly over of the tornado area
  • 900 volunteers in association with Samaritan’s purse helped to clean up storm damage in Three Rivers • Jared mentioned that they need to communicate to the public what the sirens mean (regarding weather).
  • Gideon’s Rescue – Carl Edwards (the NASCAR driver), and a doctor, his wife and their kids flew in from Missouri to clean up debris around the helicopter at the hospital.

Centreville – (Pattie Bender)

  • The village adopted Village and DDA (Downtown Development Authority) Budgets
  • Approved a Food truck for the Little League opening day
  • Clearing the property west of Firm Foundation that the village purchased which they hope to put a Dog Park and Trails.
  • They are interested in adding this property and a few others to the DDA District.
  • Planning to have a movie night at the courthouse in August.
  • Celebrating America’s 250th Birthday Centreville will be having a celebration “Freedom –Rings in the Ville” on Saturday, June 27, starting at 10 am.• They are planning to have a band from noon until 2:00. • Asking Lions if they would sell hotdogs and give them away for a hot dog eating contest.
  • Pedal pulls – working with a company that will run it for adults and kids • Chill Bean will do floats and sundaes with limited menu • Zae and Zebs will sell pizza by the slice. There will be a Sock Hop by the gazebo on the street
  • Possible water activities.
  • Possibly have a cotton candy machine.
  • Possibly there will be scavenger hunt about Centreville history and fundraiser.
  • Possibly putt putt golf.
  • The Historic society might host a euchre tournament
  • Other activities include – Popcorn, root beer floats, Bingo, and a pie eating contest
  • Need volunteers to drive the train that was purchased for the Christmas event
  • There will be a parade at the end of the events

Constantine – (Jim Bontrager – interim Village manager for the next 6 months)

  • The Village of Constantine experienced a sanitary sewer overflow at its wastewater treatment facility last Friday. The overflow was stopped within 20 minutes and appeared to be cause by a malfunction involving an effluent control gates at the facility. No discharge to the St. Joe River or surrounding areas was observed, however, the overflow volume is not yet known.
  • Corteva/Pioneer is the seed corn capital of the world and celebrating their 100th anniversary this year.
  • Constantine will be having a Harvest Festival on September 12 from 11 am – 2:00 pm on East Water Street. This will be a day full of community food, fun and fall activities.

Lockport Township – absent

City of Three Rivers – Mayor Angel Johnston – absent

Fabius Township – (April Wooden, trustee) –absent

Flowerfield Township – absent

No representatives were at the meeting from the City of Three Rivers, Fabius, Lockport or Flowerfield Townships.

The next Government meeting will be on Tuesday, May 5th at 8:00 a.m.

b. Community Development

c. Fire Board Ed English

The Board met April 1st .

  • The damage to the station from the tornado was discussed which includes the roof, shingles and doors. He noted that an adjustor was not going to replace the roof and he requested a different adjustor come and inspect the damage who approved replacement of the roof.
  • The station will have a Comfort Dog and Asst Chief Landon will keep it at his home and bring it to the station for the firefighters and people they serve.
  • Rescue gear kit has been ordered.

A motion was made by Tom Springer with support from Cindy Fenwick to approve the bills for payment. The motion carried.
