Minutes

1. Call to Order

Ed English called the meeting to order at 7:00 p.m.

2. Roll Call

Roll call was taken and members present were

3. Pledge of Allegiance

Ed English asked all present to stand and Pledge Allegiance to the Flag.

4. Set/amend agenda

Ed English noted that as no corrections or additions to the agenda it will stand as written.

5. Invited Representatives/Speakers

a. Assessor, Dale Hutson – absent

b. Zoning Administrator: Matt Jorgenson

Mr. Jorgenson reported there are 17 open permits for the year and doing well on permit volume.

As a matter of information the Townships had gotten a drone for use by the previous Zoning Administrator and he now has this for use. He will be getting his license for use of the drone which will help taking pictures for permits.

6. Public Comments

Sandy Brown – commented on traffic issues in her area and the cooperation she has received from the Road Commission. She also requested a sign warning traffic to slow down for pedestrians. The Road Commission said this would need to be requested through the Township Board. Mr. English will request this sign. He also suggested calling the Sheriffs Department and request a police car be posted in the area.

Robyn Burpee – requested an agenda item next month be a breakdown of general ledger. Ms. Burpee also asked how payments for permits are distributed and what entries on the budget stand for.

Reggie Chapman – reported she is on the ballot for Representative of the Republic Party as Regina Marie Chapman and not Reggie. She also noted a recent Republican dinner party and various speakers present.

7. Approve of minutes from the May 13, 2026 Regular meeting

A motion was made by Lari Roberts with support from Bill Brislen to approve the minutes of the May 13,2026 regular meeting. The motion carried.

8. Treasurer’s Report – Cindy Fenwick

Cindy Fenwick presented the Treasurer’s report and noted there is $1,228,703.88 in the general account.

A motion was made by Ed English with support from Lari Roberts to accept the Treasurer’s Report as presented. The motion carried.

9. Correspondence

a. Review of Building Inspectors Report

The Board reviewed the Building Report as presented.

b. Review of Mike Haydon, Code Violation Report

The Board reviewed the Code Violation Report as presented.

10. Unfinished Business

None

Ed English closed the regular meeting at 7:13 p.m..

11. New Business

a. Public Hearing – Budget

Ed English opened the Public hearing at 7:14 p.m.

Mr. English reported that he met with the auditors and noted that in accordance with guidelines by the State the existing fund balance will not roll over in the budget which creates a loss. It was noted that the funding can come from the existing fund balance.

Parkville Road will not be resurfaced by the Township as it is a primary road and will be done next year by the Road Commission. He noted that this will leave money for other road projects in the Township.

Public comments:

Sandy Brown questioned if West End and Thompson Lane will be resurfaced. Mr. English said that they will add 2 inches of asphalt and Seekle will have pea stone added to it.

The Public Hearing was closed at 7:23 p.m.

A motion was made by Tom Springer with support from Cindy Fenwick to approve the budget as presented. The motion carried.

b. Ed English announced that Lari Roberts, Clerk, will be in charge of, and primary owner of, the Quick Books Program.

He also reported that two weeks ago he received a call regarding a break in at the Township Hall. There was damage to the screens but nothing else and the camera showed two kids throwing rocks. To date they have not been identified.

12. Board Reports

a. Governmental Relations

Cindy Fenwick presented the following report:

Chamber Update – Christy Trammel

    • The next Coffee and Connections will be first Monday in July from 8 – 9:30 am at the Chamber. There are always new people, everyone is welcome and it’s a great way to network.
    • Water Carnival – June 18-20 – Theme is Three Rivers Celebrates America’s 250 th Birthday
      • Some of the events: There will be corn hole, a soap box derby, Thursday will be the parade
      • Friday – all day – Temple Baptist Church along with 6 other church’s pastors are sponsoring a youth event with games (volleyball, 4 square, etc. and concerts) There will be fireworks on Saturday night.
    • There will be a Golf Outing on August 18 th at 11 a.m. at Pineview

Three Rivers Hospital (Beacon Health) – Maria Behr was absent

St. Joe County Clerk – (Gina Everson)

    • They are currently preparing for the August 4, 2026 State Primary Election, so they are officially in their busy season.
    • They are working through some staffing transitions. The current Chief Deputy Register (Ashley Garl) has accepted the Chief Deputy Clerk position and Dena Clark will be retiring later this year after 28 years of service so Gina is currently reviewing applications for the Chief Deputy Register position and working to make the transition as smooth as possible for both sides of the office.
    • he training building will be used for early voting.

St. Joe County – (Jarad Hoffmaster)

    • – They are working with the village of Centreville with the sewer project at the jail. They hope to have that completed in 6 weeks.
    • – They have approved bonuses for the deputy sheriffs. There are presently 7 vacancies at the Sheriff’s Department.

Centreville – (Pattie Bender)

    • The Village approved the Operations of Centreville-Constantine Police Department
    • Freedom in the Ville will take place on June 27 th at the Fairgrounds and will begin with a ceremony of the Veterans. There will be a wide variety of events that will take place – a stilt walker, watermelon seed spitting contest, comedy by Shant, magic show, 3 leg race, sack race, face painting, hot dog eating contest, raffles, bounce house, beer tent, train rides, cotton candy, dunk tank, fire department water ball, corn hole tournament, etc. They are hoping to get the 4-H involved.
    • June 17-19, 2027 will be the 39 th National Red Power Roundup at the Fairgrounds. This is a HUGE International Tractor event. They will completely fill the fairgrounds. It should be great for local restaurants and motels. Prior to the event, they will have advertisements throughout Centreville, including banners. It is a VERY BIG deal!
    • Centreville has received the wonderful hanging flowers pots and will be put up soon in the downtown area.
    • Centreville is in the process working with Southwest Michigan Planning Council to update their DDA Plan (Downtown District Authority) and add a few properties that the Village owns. They need it to be in the DDA District so that the DDA can spend money on these properties for the dog park, trails, etc. and help with the infrastructure in a residential area when that happens.

Constantine – (Jim Bontrager – interim Village manager for the next 6 months) – absent

Lockport Township – absent

City of Three Rivers – Mayor Angel Johnston – absent

Fabius Township – (April Wooden, trustee)

Flowerfield Township – absent

No representatives were at the meeting from the City of Three Rivers, Constantine, Lockport or Flowerfield Townships.

The next Government Relations meeting will be on Tuesday, July 7 at 8:00 a.m.

b. Fire Board – Ed English

Ed English reported that the Fire Board met on Wednesday June 3rd.

    • The annual open house was discussed which will be August 1st from 11 to 2 p.m. Food and games for the children and tours of the building and trucks will be available.
      The Fire Board had worked on a grant from the State of Michigan but had received an email that the grant has been put on hold.

13. Approval of bills for payment

A motion was made by Ed English with support from Cindy Fenwick to approve the bills for payment

14. Adjournment

A motion was made by Ed English with support from Lari Roberts to adjourn the meeting at 7:32 p.m.
